| Sumario: | This study examines Vocational ESL programs that can assist English-language learners participating in welfare-to-work programs obtain language proficiency and job skills. The study finds that a lack of referrals from county agencies and structural discrepancies between VESL programs resulted in few welfare recipients participating in VESL programs.
