| Sumario: | A reprint of an article that appeared in Government Finance Review. The Government Finance Officers Association (GFOA) and the MBIA conducted a 1997 survey on revenue collection practices in state and local governments. Data were drawn from the responses to a questionnaire by 1,022 GFOA members. Findings indicate that finance officials in state and local governments have been active in their efforts to improve revenue collections and that over half have taken steps to better track their performance and improve their use of technology; that governments are introducing competition into the collection process, with about half using collection or credit agencies and one-fifth permitting private sector firms to bid on collecting revenues; and that a small but significant percentage of governments are studying the sale or securitization of delinquent revenues as a tool for improving collections. |
