| Sumario: | A review is presented of Legislating Privacy: Technology, Social Values and Public Policy, by Priscilla Regan, which stresses that privacy is not only important for the individual but also for society as a whole. The essentials of Regan's position are discussed, and her remedy for the persistent erosion of personal privacy is critiqued. It is proposed that given the inertia of public policy systems, the vexing issue of privacy rights can only be resolved when there is sufficient clarity about the ownership of personal data. |
