| Sumario: | The sixteenth International Conference of Labor Statisticians (ICLS), convened by the International Labor Office (ILO), was held at the ILO in October 1998. The conference concentrated on the measurement of underemployment, the measurement of income from employment, and statistics of occupational injuries. In each case, a satisfactory definition needed to be achieved as a basis for comparison of statistics from different countries. It was noted that underemployment is a growing problem in industrialized countries that until recently experienced almost full employment, due to the proliferation of casual, temporary, and short-term jobs. The ICLS resolved that dissemination of labor statistics should be free, that data should be released to all parties simultaneously, that users should be aware of the data reference period, and that such quality indicators as methodology should be made publicly available. Sidebars discuss the definitions of time-related underemployment and inadequate employment situations and present Article 1 of the Labor Statistics Convention.
