| Sumario: | Part of a special section on whether new technologies are helping or impeding the regional construction of social cohesion and equity. The articles in this special section outline and document the penetration and use of telecommunications, especially the Internet, in francophone territory, stressing their role in rural and peripheral regions. Case studies from France, Switzerland, and Québec are provided, and more general discussions of the effect of these new communication devices on regional development are presented. This special issue represents an opportunity to address pressing questions concerning the relationship between the Internet and the use of languages other than English. Details of the issues raised in each of the articles included in this special section are provided.
