| Summary: | It is asserted that a new criminal code is necessary in the Russian Federation because the 1996 Criminal Code of the Russian Federation is incomplete. It is argued that this inadequacy is especially evident in a number of its statutes. It is contended that it is not possible to correct the flaws by using the traditional means of amending the Criminal Code, so a new code must be drafted and adopted. It is proposed that a new Criminal Code should be introduced that corresponds to the Constitution of the Russian Federation through the active promotion of the formation of a state that is based on law in Russia; one that protects the rights and freedoms of citizens by severely punishing those that violate these rights and freedoms and that eliminates criminal economic activity through the introduction of mandatory terms of imprisonment for such crimes. |
