He outlines several factors that combine to make computer delinquency a serious topic for corrections officials, including the superior technological knowledge of young people, the numerous opportunities that computers offer to delinquents, the losses or damages that can be inflicted by a delinquent, the indirect costs due to computer delinquency, the complications involved in adjudicating computer delinquents, and the likelihood that such delinquents will become adult computer offenders.
