Several cabinet-level agencies, including the Department of Defense, have not been able to control security breaches, and most agencies do not give their top information security officials the authority to oversee all of their computer systems, restrict access to sensitive data, and deal with employees who compromise data. In recent months, federal agencies have reported a series of incidents in which huge amounts of citizens' personal information was compromised because of unintended releases of government records, computer hacking, or other circumstances.
