| Sumario: | The targeting of cyclone relief within villages in Fiji was examined. The study focused on two important issues linked to disaster relief that have not yet been studied: the association between disaster relief and informal risk sharing and aid allocation rules and their implementation at the village level. Different shocks and relief items, in addition to changes over time, were considered, and a distinction was drawn between crop damage and housing damage. The results shed light on the evolution of allocation rules and suggested that there is considerable scope for improved targeting of cyclone relief through existing informal village institutions.
