Data were obtained through a directional distance function that handled multiple inputs and outputs that measured relative production efficiencies; these models were applied to data covering 27 iron and steel firms in China in the period of 1990 to 1999. Findings revealed that ESPs have shown continuous improvement, even in the period when the CEP declined.
