Sumario:	Part of a special issue on the 110th annual meeting of the American Economic Association presents part of a special section on Clio and the economic organization of science. An examination of why federal computing and communications research and development support has been effective overall can provide guidance for future research policy. The High Performance Computing and Communications Initiative of the 1980s and early 1990s is outlined, with emphasis on the positive aspects of the initiative that may be relevant for the future.
