      ab: The article presents a study on the cooperative development gap between the provinces of Québec and Saskatchewan from 1980 to 2010. The study uses Gramscian hegemony theory and the social movement approach to investigate the gap. It provides comparison on the provincial sector growth across several indices and utilized historical research and fieldwork findings. It also reveals that bloc formation and dissolution are the main drivers of the development gap.
