      ab: Flood disasters have been extremely severe in recent decades, and they account for about one third of all natural catastrophes throughout the world. In this study, a two-stage mixed-integer fuzzy programming with interval-valued membership functions (TMFP-IMF) approach is developed for flood-diversion planning under uncertainty. TMFP-IMF integrates the fuzzy flexible programming, two-stage stochastic programming, and integer programming within a general framework. A concept of interval-valued fuzzy membership function is introduced to address complexities of system uncertainties. TMFP-IMF can not only deal with uncertainties expressed as fuzzy sets and probability distributions, but also incorporate pre-regulated water-diversion policies directly into its optimization process. TMFP-IMF is applied to a hypothetical case study of flood-diversion planning for demonstrating its applicability. Results indicate that reasonable solutions can be generated for binary and continuous variables. A variety of flood-diversion and capacity-expansion schemes can be obtained under four scenarios, which enable decision makers (DMs) to identify the most desired one based on their perceptions and attitudes towards the objective-function value and constraints.
