This article discusses the emergence of the information society, in which the diffusion of information technology in the field of material and non-material production; notes that information becoming the major information resource as an important factor of social and economic progress of the society of the information society. The main purpose of this study is the phenomenon of "informationalism" as a way of development in which the main source of productivity acts qualitative capacity to optimize the use of production factors on the basis of knowledge and information. The new "information economy" based on the information because of cultural and institutional capacity of the entire political and social system are included in the dissemination and implementation of a new information paradigm. Method and methodology of work. The use of cross-cultural analysis and synergistic dialectical method helps to deeply analyze the information society as a complex social phenomenon of our time, which is identified with the formation of all the contradictions of the modern era. The article analyzes the issues of the new global information economy, which contributes to the emergence of a new form of information - the network society, which is characterized by flexible production, new management systems. The author tries to form a theoretical foundation of the concept of the information society, which is one of the hottest trends postnonclassical sciences in the context of globalization. For this article the conditions of the new global information economy and new forms of information society - the network society; it turns out the question of how and to what extent revolution increased the ability of people to monitor the changes that occur in the environment, social and political life. The article examines the role of information technology, which is key to understanding the context of the information society in the center of the study of culture. These technologies are based on computer programs, information processing in order to manage information and communications technology and processes; Telecommunications set the rhythm of the whole of society, and the electronic media are the main channels of information dissemination. Information Technology Company makes its own motives in the issue of social equality, and the centralization of the state loses, since it opens up space for the manifestation of individual freedoms. Notes that the infosphere is seen as a new social concept of the global information society, which creates many informational resources that contribute to the implementation of information and communication processes at all levels of governance. In this connection, great importance is the development of the scope of scientific and technical information, which in many countries is related to the main priorities in the field and focus of governance. Deliverable: The technique developed cross-cultural study of the problem shows that in the U.S., Japan, China, India and other countries, there are clear diagrams government information systems, collecting and disseminating scientific and technical information and the creation of conditions for the formation of informationalism as new state of society.
