500 |a Council Regulation (EC) No 58/2003 requires the European Commission to carry out an external study of the operation of each of the Executive Agencies every three years. This study supporting the evaluation of the operation of the Consumers, Health, Agriculture and Food Executive Agency, which was launched by DG SANTE of the European Commission, covered the period from 2014 to 2016. CHAFEA, which originally started as the Executive Agency for Public Health, was created on 1 January 2005, and became progressively operational throughout the year 2006. After the latest expansion of its programmes, the Agency became the Consumers, Health, Agriculture and Food Executive Agency (CHAFEA) in 2014. The main objective of this study was to assess the effectiveness, efficiency and coherence of the implementation of parts of European Union programmes by the Agency in the period from 2014 to 2016. The study covered the actions and projects funded during this period as well as the legacy of the programmes and actions funded until the end of 2013. The assignment was carried out by the Public Policy and Management Institute (PPMI) and the Centre for Strategy and Evaluation Services (CSES). The study started in January 2018 and finished in September 2018. The study followed a single organisational model linking the following three sets of factors: (1) regulatory and operational framework; (2) enablers of the Agency performance (strategy, people, resources, partnerships and processes); and (3) (intended and unintended) results. It also measured the main aspects of CHAFEA’s performance based on quantitative or qualitative indicators on efficiency, cost-effectiveness, effectiveness and value for money.
