| description | El marco jurídico e institucional del agua otorga a las organizaciones de usuarios la responsabilidad de gestionar el recurso y el servicio de agua potable en zonas rurales. El artículo reconstituye la historia de la distribución del agua en la cuenca de Chicureo mediante la recopilación de testimonios y de un análisis cartográfico para determinar en qué medida, en un contexto de escasez hídrica, la coordinación de todos los usuarios de la cuenca es posible. La suburbanización, fomentada por sociedades inmobiliarias y el estado, crea desigualdades de acceso en el servicio que conducen a una sobre-explotación del acuífero. La segregación socio-espacial consecuente impide la conformación de una organización de usuarios a nivel de la cuenca para hacer frente a la penuria.
ABSTRACT
The legal and institutional water framework consents responsibilities to water users for managing water resources and services in rural areas. Through the collection of testimonies and a cartographic analysis, this paper traces water distribution’s history in the basin of Chicureo with the aim of determining how and if coordination of basin users is possible in the context of scarcity. Encouraged by real estate companies ant the State, suburbanization phenomenon creates inequalities in the access of services which lead to the aquifer’s over exploitation. The socio-spatial segregation resulting prevents creation of user organizations at basin level to cope with the shortage. |
