Se analiza el rol y la composición del Departamento de Municipalidades del Ministerio del Interior, institución clave en la reestructuración de las relaciones entre el nivel central y las administraciones comunales, en un contexto de recentralización. Su rol consistitíra en un tutelaje administrativo que limitaría los grados de autonomía municipal. Las fuentes utilizadas son los presupuestos de la nación, documentación de archivo, discusiones parlamentarias, revistas municipales y prensa. Los principales hallazgos se relacionan con su pérdida de relevancia institucional a partir de la década de 1940 y la desatención de los asuntos municipales por parte del nivel central.
