| description | The deregulation of collective transport was carried out by the Chilean dictatorship progressively from 1974 to 1983, concluding with the complete freedom of routes, frequencies and rates. This process promoted a new framework for surface transportation, turning the little and middle entrepreneurs into a monopoly actor, obeying the neoliberal turn of the regime. It is argued that this transition implied that the State delegated several of its historical functions to the gremio del rodado, in a highly sensitive service for the population, delivering the organization of the various transportation media to the market. We use official sources, technical reports and the press, in order to reconstruct in an exploratory manner the origin of a controversial public policy, projected until the beginning of 1990. |

La desregulación del transporte colectivo fue realizada por la dictadura chilena de manera progresiva desde 1974 hasta 1983, concluyendo con la completa libertad de recorridos, frecuencias y tarifas. Este proceso impulsó un nuevo marco para el transporte de superficie, convirtiendo al empresariado del rubro en un actor monopólico obediente al giro neoliberal del régimen. Se plantea que esta transición implicó que el Estado delegara en el gremio del rodado varias de sus históricas funciones en un servicio altamente sensible para la población, entregando al mercado la organización de los diversos medios. Se trabaja con fuentes oficiales, informes técnicos de diversa procedencia y prensa, con el fin de reconstruir de manera exploratoria el origen de una controvertida política pública, proyectada hasta inicios de 1990. A desregulamentação do transporte coletivo foi realizada pela ditadura chilena progressivamente de 1974 a 1983, concluindo com a total liberdade de rotas, frequências e tarifas. Este processo promoveu um novo enquadramento para o transporte terrestre, apostando no setor empresarial, obedecendo à viragem neoliberal do regime. Argumenta-se que essa transição significou um afastamento do Estado de uma área sensível para a população, entregando ao mercado a organização dos diversos meios de comunicação. Trabalharemos com fontes oficiais, relatórios técnicos de diversas fontes e da imprensa, a fim de reconstruir de forma exploratória a origem de uma política pública polêmica, projetada até o início de 1990.
