A través de una investigación basada en fuentes primarias, se examina cómo las representaciones discursivas de los sectores dirigentes de Osorno, a través de sus medios de prensa, fueron construyendo un discurso emocional de anhelo de modernidad que operó como excusa argumental para la reproducción de prácticas carcelarias como la utilización de mano de obra presidiaria en labores de obras públicas, acción prohibida desde la aprobación del Código Penal de 1874. Los resultados indican que la presencia de una narrativa de indisciplina asociada a los sectores populares, justificó la preservación de una práctica que serviría como mecanismo de corrección pública y que aportaría a la construcción del espacio público local.
