We argue that this outcome was not the government’s original aim but rather the result of three converging forces: a governmental strategy to improve its domestic and international standing, a media debate over the usefulness and legitimacy of exile, and pressure exerted by the exiles themselves. Este estudio abarca el fin del exilio legal en Chile, entendiéndolo como el levantamiento de las restricciones para regresar al país. Este proceso, iniciado tímidamente en 1982, mediante un sistema de listas de autorización a exiliados que excluía a los considerados “peligrosos”, con el tiempo fue evolucionando hacia una mayor apertura, cuyo resultado fue la deslegitimación del exilio en la opinión pública y el levantamiento de todas las restricciones en 1988. Postulamos que este no fue el objetivo inicial del gobierno, sino resultado de la conjunción de tres procesos: una estrategia gubernamental de mejorar su posición interna y externa, un debate en los medios de comunicación respecto a la utilidad y legitimidad del exilio, y la presión ejercida por los propios exiliados.
