Sumario:Although leaders in child welfare strive to achieve results, improving outcomes has proven challenging. To foster improvement, agencies need to be strengthened from within to become learning organizations. We propose that agencies expand internal expertise in applied research to lead implementation of continuous quality improvement (CQI) systems and foster a learning culture. This paper explores the structure, functions, research paradigm, implementation strategies, adaptive challenges, and evaluation for a Child Welfare Applied Researcher (CWAR) and CQI.
