Sumario:The article considers the problem of changing the human rights paradigm at the beginning of the 20th century. Due to significant socio–political events, a change in social consciousness took place. The problem of human rights, up to the twentieth century, depending on the social context, could be normative or moral, but the logic of society's change raised the question of the correspondence of formal rules of reality. Freedom of individuality in the postmodern world has been the impetus for the formation of a new range of issues in the field of human rights. The first half of the XX century was characterized by the search for a single list of general rules for all people, the search for the idea of universal human value, but values that would unite all people under one flag were not so much.
