In the study, the method of document examination was used from qualitative research methods. As a result of the study, when examining the studies conducted in the field of pre-school education before the Republic, some preschool education institutions have been opened and a number of legislative efforts have been made, but these studies have been limited and fail to show continuity. The declaration of the Republic in the period from 1923 until 2017, has been growing steadily over the years expanding in the development and institutionalization rates of preschool education. The developments occurring in the institutionalization process has also brought about the development of the training program. It is seen that in the pre-school education programs developed from 1994 until the present day, a developmental oriented national program is being implemented.
