But the intelligence world is changing as global threats grow and technologies evolve, meaning new warning-related capacities concerning cyber intelligence, foreign malign influence operations, and counterintelligence are needed. Traditional warning-related skills, including deception and counter-deception, need to be rebuilt. The IC requires a new warning-related structure to better integrate traditional warning skills with ones warning analysts have never before possessed.
