It argues that the program is the policy to encourage portfolio investments rather than direct investments. The cost of a developmental program to the underdeveloped people is likely to be considerably lower because direct investments typically yield a much higher return than portfolio investments. A special tax treatment is one way of raising effective yields on foreign investment without changing the general level of prevailing interest rates on long-term investment. |
