The author raised four issues in Conant's recommendations. First, each college should be allowed to develop whatever program of teacher education it considers most appropriate. Second, Conant suggested that methods of evaluating teacher competence should be developed first by determining the outcomes of teacher education programs. Third, an integration of the pertinent insights of competing blocs at the point of curricular decision making is needed in the control of teacher education.
