      ab: The article presents a study that focuses on the development of evaluation tools, and on describing dimensions that are significant factors of effective teaching. Responses from students, colleagues, and administrators were gathered after evaluation data forms were distributed. The evaluative data were classified into three levels. Findings show that a tri-level system of evaluation of instruction which includes input from students, colleagues, and administrators appears practicable in terms of costs, and should be productive in promoting the educational force of teaching.
