Juster, Under Secretary of the Bureau of Industry and Security at the U.S. Department of Commerce, challenges comments made in Gary Milhollin's “Trading with the Enemy,” which appeared in the May issue. Juster charges that Milhollin makes a number of incorrect assertions that undercut his argument: Milhollin states that the bill that the White House is currently pushing through Congress would decontrol many of the products that the Customs Service has placed on its list of “most dangerous goods”; he also asserts that if it was enacted, the law would oblige the secretary of commerce to permit the export of rocket technology. The bill does not order the controls on any item to be removed, Juster contends; instead, it instructs the Commerce Department to investigate a series of factors to ascertain if any article is eligible for decontrol. Milhollin replies.
