Sumario:The potential for performance indicator systems to act as management tools for active labor programs (ALPs) in Hungary and Poland is considered. Labor market conditions and ALPs in Hungary and Poland are briefly described, and an overview of the performance measurement systems that were introduced in both countries is presented. The important issue of how demographic data on clients and indicators of conditions in local markets may be used to adjust national standards to local conditions and to decrease “creaming” in program assignment is explained. In addition, a review of how information from the performance assessment may be used in the annual planning and budget allocation process for employment programs is provided.
