| Sumario: | The skewed spatial distributions of industries and population within the 258 metro areas of Japan are examined to determine whether they exhibit any clear relationship, or whether they simply happened accidently. In a paper published in 2008, Mori, Nishikimi, and Smith present a strong empirical regularity designated as Number-Average Size (NSA) Rule, which asserts that a negative log-linear relation between the size and industrial composition of cities in Japan was identified. However, despite this rule, questions of whether this could have occurred by chance still remained: An alternative approach was proposed in a companion paper, Mori and Smith (2009b). Results suggested that the NSA Rule may actually be an unobservable consequence of underlying coordination between population and spatial agglomerations of industry.
