In a paper published in 2008, Mori, Nishikimi, and Smith present a strong empirical regularity designated as Number-Average Size (NSA) Rule, which asserts that a negative log-linear relation between the size and industrial composition of cities in Japan was identified. However, despite this rule, questions of whether this could have occurred by chance still remained: An alternative approach was proposed in a companion paper, Mori and Smith (2009b). Results suggested that the NSA Rule may actually be an unobservable consequence of underlying coordination between population and spatial agglomerations of industry.
