The writer considers the difficulties involved in developing a verification protocol for the Biological and Toxin Weapons Convention (BWC), which prohibits the development, production, and stockpiling of biological weapons. She discusses some of the suggestions that have been tabled in talks on the issue and presents some observations and proposals aimed at encouraging progress in the negotiations. She argues that in light of the difficulty in verifying compliance with the BWC, the task of drafting and enacting a verification protocol will be one of the most daunting ever taken on by the international community. She asserts that negotiators working on the verification protocol in Geneva, Switzerland, will have to consider new monitoring concepts and techniques; and policymakers at the national level will have to lower their demands of what a BWC protocol must achieve.
