She discusses some of the suggestions that have been tabled in talks on the issue and presents some observations and proposals aimed at encouraging progress in the negotiations. She argues that in light of the difficulty in verifying compliance with the BWC, the task of drafting and enacting a verification protocol will be one of the most daunting ever taken on by the international community.
