| Sumario: | The article examines the policies and practices in the field of special education and to determine the degree to which behavior patterns in the field are relevant to school learning and behavior problems. The problems of children with physical or sensory defects can be labeled as relatively mild. The Council for Exceptional Children is willing to consider the controversy over appropriate models for special education services. Special education helped established a system which relieved institutional guilt stemming from failure to achieve competence in the chore given to it by the society. |
