Summary:This article presents the development of a flexible, multi-faceted, participant-oriented program that exemplifies behavioral science findings about productivity in the U.S. The study discovered additional obstacles to managerial comprehension. The study formulated a conceptual framework for a productivity-oriented program. The essence of the program is a resource package, primarily designed for participant-workshop situations, but which can also serve as a focal point for the training of any small group of managers meeting at their own convenience, interested individual supervisors assimilating this material on an independent basis or students of public administration in degree programs.
